2025 Faculty

Prof. Vito De Lucia

Dr. Vito De Lucia is Professor of Law at the Faculty of Law, UiT The Arctic University of Norway, and Director of the Norwegian Center for the Law of the Sea (NCLOS). His most immediate research interests lie at the intersection of critical theory, international law, and ecology. His current research agenda focuses on the ocean commons, the conservation of marine biodiversity in areas beyond national jurisdiction, and Arctic marine governance.

He is the author of The Ecosystem Approach in International Environmental Law: Genealogy and Biopolitics (Routledge, 2019), and co-editor of International Law and Areas Beyond National Jurisdiction: Reflections on Power, Knowledge, Space and Justice (Brill, 2022).


Prof. ZHANG Xinjun

Dr. ZHANG Xinjun is a Professor of Public International Law at Tsinghua University, Beijing. His research interests include the law of the sea, international environmental law, non-proliferation law and the law of treaties. He is the Director of the Center for the Law of the Sea Study in Tsinghua Law School. Dr. ZHANG’s Publication includes:

Prof. XUE Guifang

Dr. XUE Guifang (Julia) is a distinguished Professor of international law at KoGuan Law School, Shanghai Jiao Tong University (SJTU). She serves as Director to the Center for Polar and Deep Ocean Development and Center for the Rule of Ocean Law Studies, SJTU. Her research interests lie at the law of the sea in general, issues relating to the United Nations Convention on the Law of the Sea and state practice in particular. She chairs commissioned projects for drafting up and revising national laws and regulations for conservation of marine living resources and protection of marine environment, and provides consultancy on policy-making and practical issues to ocean-related agencies.

She involves actively in academic activities by providing platform for national and international symposiums and conferences on law of the sea topics, polar issues and deep seabed mining law and policy. She participated in international forums and committees as professional adviser and executive member. She resides the seat on behalf of her institute in the International Seabed Authority as an observer, and contributes to the advancement of China’s participation of global ocean governance, particularly in legal issues related to deep seabed mining. She has published widely on law of the sea issues.


Prof. Vasco Becker-Weinberg

Dr. Vasco Becker-Weinberg is a professor at the Faculty of Law of the University of Lisbon, and a researcher at ICJP–Institute of Legal and Political Sciences at the same Faculty. He is the founder and president of IPDM–Portuguese Institute of the Law of the Sea and adjunct professor at NOVA School of Law, where he founded and was the former coordinator of the Masters’ on Law and Economics of the Sea and where he teaches Law of the Sea and EU Law of the Sea. He was previously professor at the Faculty of Law of the Universidade Lusófona, where he taught Public International Law, EU Law and Constitutional Law.

Dr. Becker-Weinberg is the Editor-in-Chief of the Portuguese Yearbook of the Law of the Sea and has researched at prominent academic institutions, and written and published extensively on the Law of the Sea and several ocean governance subjects. He has great experience in regional and multilateral settings and has been on several delegations to international fora and often advises on public international law and the law of the sea matters. He was part of the national Portuguese delegation to the intergovernmental conference that negotiated and drafted the BBNJ Agreement. More recently, he has participated in the interaction between Portugal and the Subcommission of the Commission on the Limits of the Continental Shelf.


Dr. ZHONG Hui

Dr. ZHONG Hui is an Associate Professor at the School of Law, Xiamen University, China. She completed the Doctor of Law degree in the University of Queensland, Australia.

Dr. ZHONG has published papers on the topic of cultural heritage law and law of the sea, including “Moving towards an Integrated Approach to Fight against Illicit Trafficking of Cultural Heritage for the Chinese Mainland, Hong Kong, and Macao” in International Journal of Cultural Policy, “Underwater Cultural Heritage and the Disputed South China Sea” in China Information, “The Regulation of the Art Market in China” in Hong Kong Law Journal, etc. Additionally, she published the English monograph, entitled “China, Cultural Heritage, and International Law” by Routledge in 2017.

Dr. ZHONG delivered lectures at various events, including those organized by the University of Cambridge in the United Kingdom, the National University of Singapore, the University of Lisbon in Portugal, and the annual meeting of the British Social and Legal Research Association. She has also served as a speaker for the Lujiang Forum, sponsored by the Xiamen Federation of Social Sciences, and has given lectures on the protection of cultural heritage.


Dr. LIN Zhen

Dr. LIN obtained her Bachelor’s degree in Law in Beijing Foreign Studies University in 2006 and continued her studies in Université Paris 1, France, where she obtained her Master’s and Doctoral degrees in Law. She is currently an Associate Professor at School of Law, Xiamen University, China.

Dr. LIN specializes in public international law and law of the sea, and her publication includes:
