Prof. Alexander Proelss Dr. Alexander Proelss is the Chair in the International Law of the Sea and International Environmental Law, Public International Law and Public Law at the Faculty of Law of the University of Hamburg, where he is also the Director of the Institute for the Law of the Sea and for Maritime Law (ISSR). Before joining the University of Hamburg in 2018, he was Professor for Public Law, in particular Public International Law and European Union Law, at the Universities of Trier (since 2010) and Kiel (since 2007). While international environmental law and the international law of the sea constitute the focal points of his research, he has also published extensively on issues of general international law, European Union law, and constitutional law. Alexander Proelss has been a member of several national and international research consortia and has advised State agencies, international organizations and private actors both in Germany and abroad at numerous occasions. He has held visiting professorships at leading foreign universities and regularly offers lectures and courses at international conferences and as part of foreign study programme.

Prof. ZHANG Xinjun Dr. ZHANG Xinjun is a Professor of Public International Law at Tsinghua University, Beijing. His research interests include the law of the sea, international environmental law, non-proliferation law and the law of treaties. He is the Director of the Center for the Law of the Sea Study in Tsinghua Law School. Dr. ZHANG’s Publication includes: 1. Prof. SHI Yubing Dr. SHI Yubing is a Professor and Vice Dean of Zhejiang University Guanghua Law School, as well as the Executive Dean of Zhejiang University Institute for Ocean Rule of Law. He is also an Adjunct Professor at Xiamen University, and the Vice President of Chinese Society for the Law of the Sea. Dr. Shi received his PhD in law from Australian National Centre for Ocean Resources & Security, University of Wollongong (UOW), Australia in 2014 and served as a lecturer at the Law School of UOW from 2013 to 2014. He was the Dean of the South China Sea Institute and the Executive Dean of the Belt and Road Research Institute at Xiamen University before he joined Zhejiang University in 2025. His research interests include international law of the sea and the legal protection of the marine environment. He has published widely on marine environmental law, shipping regulation and legal issues on Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ). Dr. Shi was a member and adviser to Chinese Delegation to BBNJ Intergovernmental Conferences and the COP PreComs held in UN Headquarter in New York. |
